Prior to construction, installation, or alteration of an air emission source, the owner/operator is required to obtain a construction permit. However, there are exemptions for small gas fired units and other small changes. In Iowa, Title V sources are required to submit emission inventory data each year, and minor sources are required to submit an emission inventory upon request. In Illinois, sources with potential emissions greater than 25 tons per year are required to submit annual emission information. Emission Inventory Questionnaires are completed to determine actual air emissions and a facility’s potential emissions. Plants with potential emissions of PM-10, SO2, NOx, VOC or CO greater than 100 tons are required to apply for a Title V permit. Sources with the potential of emitting more than 10 tons per year of any one hazardous air pollutant or the aggregate potential of 25 tons per year of hazardous air pollutants are also considered major sources with respect to the Title V program. Voluntary permit limits can be used to restrict potential emissions to avoid the necessity of the Title V permit or application. Opacity is defined as the amount of an image that can be seen through an exhaust plume. Air Opacity Readings are measurements of visible air emissions and are provided for facilities that are subject to visible emission standards. Preston is qualified to observe and determine emission opacity. Compliance test protocols can also be developed, and Preston can make recommendations on stack testing methods that could be used to demonstrate permit compliance.
